Kevin Ray Billuk, 29, faces multiple charges after being accused of helping another man escape police officers, according to a magistrate s report filed in the Superior Court of Guam Tuesday.
On March 7, police conducted a traffic stop by Routes 2 and 12 when a man fled. Police chased the man and saw him hop into a car driven by Billuk, the complaint stated.
Once the man entered the car, the vehicle sped southbound on Route 2 to Pagachao Drive, where Billuk drove over two speed bumps without slowing down, according to court documents.
Police approached the car from the opposite side and forced it to stop, the complaint stated.
Ryan Venus Trobada, 44, was charged in connection with the sale of methamphetamine, according to a magistrate s report filed in the Superior Court of Guam Tuesday.
On March 8, police found Trobada at a Dededo home. Officers saw a scale, a glass pipe with residue, two straws with residue and three plastic baggies with 1.4 grams of meth, according to court documents.
delivery of a Schedule II controlled substance as a first-degree felony;
possession of a Schedule II controlled substance with intent to deliver as a first-degree felony; and
two counts of possession of a Schedule II controlled substance as a third-degree felony.

Dominic Joshua Contreras Cruz, 27, was accused of possessing meth, according to a magistrate s report filed in the Superior Court of Guam Wednesday.
On April 22, 2020, police patrolled Route 1 and Ysengsong Road in Dededo when they observed a car speeding. Officers stopped the car and found Cruz.
Cruz said the red light took too long, so he didn t want to wait, the complaint stated.
Police said Cruz appeared nervous and held a T-shirt across his chest while shielding the right side of his body away from the officers, according to court documents.
Repaky said he tried to hold onto her, court documents state.
On Feb. 26, police responded to a report of an injured female at an intersection in Apra Heights. Police learned the victim argued with Repaky in a car and that Repaky allegedly pulled her hair, opened the passenger door and pushed her out of the still-moving vehicle, according to court documents.
A witness saw the victim fall out of the car and called the police, the complaint stated.
Police found Repaky in Agat. During an interview with police, Repaky said he told the woman he planned to end their relationship, which caused the woman to open the passenger door and try to jump out of the car, according to court documents.
