Oversight Hearing On David Almondâs Death Set For May 4

The Legislature will convene an oversight hearing on May 4 to examine the death of a Fall River teenager and missteps at the Department of Children and Families leading up to the tragedy, lawmakers announced Thursday.
After calling last week for an oversight hearing, the Joint Committee on Children, Families and Persons with Disabilities on Thursday afternoon set an official date and listed nearly a dozen agencies and offices that will be invited to testify.
The committee intends to examine the Office of the Child Advocate s investigation and lengthy report into the death of 14-year-old David Almond last fall. In its report published on March 31, OCA found that DCF had missed several warning signs before returning Almond, who had autism, and his brother to a home from which the child protection agency had removed them three years earlier.
Increased funding for humanitarian efforts highlighting protection and food security

‘Norway is increasing its support for efforts to protect civilians, improve food security and provide humanitarian assistance to displaced people in countries affected by crisis and conflict, and is providing a record-high NOK 6.3 billion in humanitarian funding,’ said Minister of Foreign Affairs Ine Eriksen Søreide.
Most of Norway’s 2021 humanitarian budget is being channelled through the UN, the International Red Cross and Red Crescent Movement and Norwegian humanitarian organisations.
‘Today, many countries are experiencing complex crises. The humanitarian situation can change very quickly. The combined impacts of armed conflict, the coronavirus pandemic, climate change and extreme poverty are exacerbating humanitarian crises. It is vital for Norway to work with flexible humanitarian organisations that understand the local conditions,’ said Ms Eriksen Søreide.
Safeguards in place, especially at DCF and its Fall River office, “were inadequate,” according the OCA.
The report indicates the need for changes and outlined some 25 recommendations, some which will require action by the legislature as well as policy and procedural changes.
“Everyone should take the time to read this report. It is horrific, we know that. Everyone failed David and his brothers, and the report clearly demonstrates that,” said Fiola. “Now the really hard part is to figure out how to fix this broken system.”
Fiola is encouraged, she said, by House Speaker Ron Mariano and the Senate’s call for the oversight probe by the joint committee.

CHESHIRE (AP) The parents of a Connecticut child who was struck and killed by a vehicle after buying an ice pop from an ice cream truck are leading the push for the implementation of safety measures for ice cream trucks.
The state Transportation Committee and the Committee on Children passed nearly identical bills that would require trucks to be outfitted with stop signs similar to those on a school bus and a mirror to allow the driver to see anyone in front of the truck, the Record-Journal reported.
“If such a tragedy can take my son, it can take anyone’s child. Our lives are forever changed and my new purpose is to bring awareness and change and hopefully prevent such a senseless tragedy in the future,” Christi Carrano of Wallingford wrote in testimony delivered to both committees.
