New New Braunfels police chief making changes after assuming permanent role

Last October, Keith Lane left Haltom City, where he had served 15 years as police chief, public safety director and city manager, to enter the unknown in New Braunfels. Serving as New Braunfels interim police chief would give him the leg up on the competition seeking the permanent job — which turned out to be the right move. Lane, 56, was among 62 applicants, eight semifinalists and four finalists hoping to become the city’s next top cop. Months before he was selected and sworn into office, he already had begun putting his stamp on city police operations. “It’s been crazy — I’d like to describe it like drinking water through a fire hose,” Lane said about the last few months. “But it’s been great. This is an exceptional police department full of exceptional individuals doing a great job. They’ve been incredibly supportive.”

On three occasions, Lapatin said, Martinez created advertisements seeking cleaning services and then brought women to his home where they expected to perform cleaning work. On Monday, Lapatin said, Martinez brought a woman to his apartment at 552 Union St. and sexually assaulted her. Prior to that sexual assault, detectives were on Martinez s trail but they hadn t gathered enough evidence to arrest him, Lapatin said. Previously, he said, detectives had been pursuing Martinez in one case. Martinez faces two counts of first-degree sexual assault and one count of second-degree sexual assault.  He was arraigned Tuesday in District Court, Providence, and was back at the Adult Correctional Institutions in Cranston, Lapatin said.

Sheriff Mark Reynolds reiterated what he’s long said about Comal County support for justice operations, which county commissioners recognized in proclamations again on Thursday. Commissioners designated May 9-15 as National Police Week and Saturday as National Peace Officers Memorial Day in the county in a proclamation calling “upon all residents to honor those peace officers who, through their courageous deeds, have lost their lives or have become disabled in the performance of duty.” Reynolds and CCSO staffers and deputies joined constables in accepting the proclamation. “County residents show their appreciation almost every day,” Reynolds said. “I can’t tell you how many times we’re thanked while we’re out working and even at lunch, when the bill comes and you find out someone has taken care of it.
