The pushback from Republicans and some key Democrats was fierce after Governor Jay Inslee issued partial vetoes Monday to portions of climate legislation linked to the passage of a transportation package, undoing what some called the “Grand Bargain.”
The Governor issued partial vetoes to subsections of the cap-and-trade and low carbon fuel standard, two major climate bills passed by the Legislature during the 2021 session. Speaker Laurie Jinkins said the move was a clear instance of executive overreach.

Washington Commissioner’s Captive Insurer Bill Signed into Law May 13, 2021
A bill to provide a framework to captive insurers doing business in Washington became law after Gov. Jay Inslee signed the legislation on Wednesday.
Second Substitute SB 5315, which was requested by Insurance Commissioner Mike Kreidler and sponsored by Sen. Mark Mullet, D-Issaquah, requires that captives operating in Washington state must:
Register with Kreidler’s office.
Pay a registration fee of $2,500.
Pay an annual 2% premium tax on insurance by March 1 every year, starting in 2022.
An independent study commissioned by Kreidler’s office estimated that the revenue generated will be $2.5 million per year and that captives will owe more than $29 million in past premium taxes, which is due July 1.

OLYMPIA The idea of rental assistance the government stepping in to pay people’s rent to prevent them from losing their home is not new, but it has taken on a new prominence and urgency in the pandemic, as billions of federal dollars have helped pull tenants out from under mounting debt.
Now, Washington state is making that policy permanent.
Legislators passed a bill on the penultimate day of the session that creates a dedicated funding source for ongoing rental assistance through a $100 surcharge on recorded documents.
