Nova Scotia is ending dry celling in its jails, doing away with a practice that places prisoners suspected of hiding contraband inside their bodies under strict surveillance at all times.
Justice Minister Mark Furey said Thursday the province believes that body scanning technology has reduced the need for it and the practice will be eliminated in provincial correctional facilities.
The dry cell is used when an inmate is suspected of ingesting drugs, weapons or other contraband or inserting it into a body cavity. The cell has round-the-clock lighting and no flushing toilet or running water. The inmate is watched by guards 24 hours a day, on the expectation the item will come out in the person s bodily waste.

Nova Scotia Justice Minister Mark Furey says dismissing one serious criminal charge because it s taken too long to go through the courts is one charge too many.
Furey was reacting to the fact sexual assault charges were recently stayed in two separate cases, against Regan Brant Tolbert and Jordan Michael Ellis, because their trials took too long. These obviously are concerning to me, there s no question about that, Furey said Thursday following a cabinet meeting. There s a number of cases before the court, sexual assault, violent crimes, homicides that are all impacted by the Jordan decision.
HALIFAX The Nova Scotia government has decided to end the practice of dry celling, which involves keeping inmates isolated in cells without toilets to determine if they are concealing drugs in a body cavity. Provincial Justice Minister Mark Furey made the announcement Thursday after a cabinet meeting. Furey says a provincial review of the practice concluded the use of new body scanning technology has eliminated the need for dry celling. The minister says the province s Correctional Services will update their policies, but he says he will not release the report that led to the change. In November, a prisoner rights lawyer told a Nova Scotia court that a law used to keep an inmate in a solitary confinement dry cell in a federal prison for 16 days last May should be struck down because it allows for cruelty.

The minister responsible for the Emergency Management Office in Nova Scotia says he s willing to discuss granting police direct access to issue public alerts.
However, Chuck Porter cautioned Thursday that granting police that ability, as is the case in neighbouring New Brunswick, does not guarantee speedier action in notifying the public about an unfolding situation. They [police] know by the minute the situation and what is going on, Porter told reporters following a cabinet meeting. They know when it s best to issue the alert and what needs to be said, more importantly, in the alert and information that they want out.
