Angus communities convener Mark Salmond said he was “totally shocked” with the SNP proposal to delay the legally-committed expenditure.
He said SNP members had been part of a meeting with consultants over the £13m scheme in recent days. during which no indication of the possible U-turn was given.
“I have never seen such a collective display of disrespect towards council officers and external consultants,” said Montrose Independent Mr Salmond.
“I now have real concerns about Sustrans ever funding anything to do with Angus Council after this SNP stunt.

Angus police hunting a local flasher have condemned social media jokers for tagging pals into appeals for help over serious crimes.
They issued a plea for the public’s help over an early morning incident in Montrose’s Whinfield Road last Friday.
The offence happened around 6.30am and the suspect, who is around 30-years-old and five feet ten inches tall, made off towards the town’s health centre.
Police said they could not rule out a possible link to another indecent exposure in Montrose less than a week earlier.
However, Facebook responses to the appeal included several commenters tagging pals and jokingly suggesting they might be the person police were looking for.

Parking charges returned in late 2018.
Thousands of Angus residents have registered their opposition to off-street charges in the county’s car parks.
After a year of pandemic-related lost income and with an administration pledge the meters will remain covered until May 2022, findings of a community-wide consultation have been revealed.
More than 3,000 people responded to the online survey after the authority used the Covid-19 crisis to press the reset button on the scheme, two years after charges were introduced.
And 70% of respondents said they do not want to see the return of charges.
Ruling group unanimously agree move
Angus communities convener and Montrose Independent councillor, Mark Salmond, said: “After the latest meeting of the councils policy and budget strategy group, the decision was taken by all administration group councillors to continue free parking until the end of the current council term in May 2022.
“This major policy decision will be one of many which all 28 councillors will be asked to consider as part of the budget-setting process in March.

“This unforeseen pandemic has changed people’s lives and the way Angus businesses trade.
“The administration group are making the announcement early, that parking charges will not return in the near future, to remove any uncertainty in the minds of Angus businesses and allow them to fully focus on rebuilding their economic security.”
