Yes, one reason why the rent-control measure was a compromise was that it doesn’t cover all types of rental units something I should have mentioned in my column. If there is a referendum, I think (though really have no idea) residents would vote on the measure “as is” rather than on a revised measure or on the general concept of rent control. But if the referendum result allowed rent control to happen, I assume the measure could be strengthened at some point albeit at the risk of the litigation-inclined Montclair Property Owners Association going to court again.
