During his State of the City address last year, Mayor Bill de Blasio pitched legalizing basement apartments citywide. That proposal hasn’t progressed much, but state officials are now taking steps to push that vision forward.
A recently introduced bill would require cities and towns throughout the state to legalize accessory dwelling units, better known as granny flats. The measure defines them as “independent living facilities” on the same lot as a single-family residence or multifamily building.

As the Edmonds Citizens Housing Commission concludes this Thursday, the Alliance of Citizens for Edmonds (ACE) thanks the Commissioners and alternate Commissioners, for volunteering their time, committing to this aspirational process. Understandably, the process was made more difficult for all involved due to Covid-19 restrictions, mandating virtual meetings and eliminating the original promise of neighborhood meetings throughout all of Edmonds.
The Commission did, however, offer one in-person Open House and survey before Covid restrictions, followed by 3 more surveys combined with 3 prerecorded virtual Open House viewing options and one Zoom Webinar. ACE followed with optimism and high hopes this 16-month process. However, we are concerned that input the Commission received at each public engagement touchpoint, in the form of hundreds of questions, comments, emails and feedback from local folks, was disregarded. Massachusetts latest economic development bill includes a rule that requires municipalities served by Massachusetts Bay Transportation Authority (MBTA) commuter trains to permit denser housing in at least one district within a half mile of a station. The measure is meant to create more housing near transit stations and alleviate greater Boston s growing housing crisis, according to an article Tim Logan. The biggest barrier to building in Massachusetts is zoning and the lack of zoning for multifamily housing. People want walkable neighborhoods, and this will help us produce them, said Rachel Heller, CEO of the advocacy group Citizens Housing and Planning Association, in the article.
