Solar energy in America has become cheaper than oil and coal, and a major force in the energy market. From 2009 to 2019 the cost per MWh of solar went down by 89% and continues precipitously decline, but most American developers still avoid building solar-ready structures before selling them. That’s why in 2018 California mandated all new homes be built with solar panels, and two mandatory solar bills for new construction were introduced to Massachusetts State House.
Watertown was the first in this state to mandate a similar bylaw. Since then the initial resistance from developers was overcome by the financial, environmental and social success of the new bylaw.
The California Air Resources Board wrote a letter critiquing ProPublica stories that showed flaws in its carbon offset program. Here’s where we disagree with the points the board made.

Every morning I check the forecasted high and low temperatures in all the places where I have family and friends. I like imagining something about their day by knowing something about their weather. But I didn’t check the air quality index until this last year in September when smoke was closing in on my friends in Eugene and Bend, Oregon, and my sister and her family in Moscow, Idaho. Smoke from wildfires blotted out the sun. Turns out 2020 was the worst year for air quality in Oregon since 1968, when AQI records began.
There are five categories the National Weather Service uses to designate air quality: from green (satisfactory 0-50 AQI; little health risk) or yellow (51-100; risk to some people sensitive to air pollution) through orange (101-150) and red (151-200) to purple (201-300; very unhealthy for everyone) and maroon (301-500; hazardous and a health emergency). On Sept. 13, Eugene’s AQI was 457; on Sept. 12, Bend’s was over 500, off the AQI scale.

I was delighted this week to see that President Biden has decided to join us in our pledge to reach a 30 percent reduction in global greenhouse gases by 2030.
This action puts the U.S. firmly in its once-abandoned leadership position in the global fight to beat the most serious threat our species has ever faced.
The president has put the power and knowledge of the nearly 200,000 volunteer members of the Citizens Climate Lobby on everyone’s side. This powerhouse organization supports the recently reintroduced Energy Innovation and Carbon Dividend Act (EICDA; H.R. 2307) in the U.S. House of Representatives.
