The meeting, conducted remotely due to the coronavirus, begins at 7 p.m., telecast by Focus Springfield.
The special permit requests include Recovery Connection Centers of America Inc., proposing a clinic at 281 Cottage St., in East Springfield. The site would not have overnight stays, the Planning Department report said.
The building is vacant, and was formerly used as local offices for the International Brotherhood of Electrical Workers within the Cottage Street Industrial Park, the department said.
A summary of the clinic plans includes “medication for addiction treatment” along with “counseling and behavioral therapies,” the Planning Department said.
