He says in a heartfelt email that after serving for 28 years it’s time to pass the torch to new leadership. Pinky Vargas also says she won’t run again. The two-term Ward 4 Councilmember says in a Facebook post that she’s started an MBA program at Western Washington University and wants to concentrate on her studies. Featured Content
