Judging the state of the Houston Texans defense is near impossible at this time given the extremely high turnover of players, the newly appointed defensive coordinator and the new defensive scheme on its way in.
But it s the offseason, so . judgments, however premature, are made.
Houston will transition for the first time since 2010 from 3-4 base over to a 4-3 under new coordinator Lovie Smith, and that could be a reason for hope.

Bleacher Report is ranking all 32 NFL defenses post-NFL Draft, and placing the Texans dead last among all rosters.

The Texans made a trio of offensive picks to start their draft and didn’t address defense until the fifth round when it took linebacker Garret Wallow at No. 170. The club also acquired nose tackle Ryan Lopez a round later at No. 195, a player that could wind up seeing the field right away for this depleted team.

The Houston Texans enter the 2021 season with plenty of improvements to make after falling to 4-12 last season. However, despite significant roster, front office and coaching changes since the turn of the year, some NFL critics believe the Texans are set for another dismal campaign.
In his 2021 NFL Power Ranking, Pro Football Talk s Peter King has placed the Texans at the bottom of the league at 32. Here is his reasoning:

The NFL has announced the schedule for the 2021 season, including the Cleveland Browns which will be the first to feature a 17-game schedule.
The Browns, coming off an 11-5 season and a playoff victory against the Pittsburgh Steelers, look to take the next step against what ostensibly looks like a stronger field.
Gone are the NFC East and the AFC South, two divisions the Browns swept in 2020, giving them eight of their 11 victories. In their place, they will face the AFC West and NFC North.
Their season starts with a rematch of the game that ended the Browns 2020 season, going on the road to face the Kansas City Chiefs. Not only a rematch of the Divisional Playoff game last year, but a potential preview of a matchup that may be coming in the playoffs for 2021.

Green Bay has 10 picks this year, including the 29th overall selection.
Draft experts across the country are looking at some of the needs for the reigning NFC North champions.
The Packers will have to rebuild the middle of their defense after losing inside linebacker Christian Kirksey, who was third on the team in total tackles, to free agency.
To fill that void, CBS Sports writers Cody Benjamin and Josh Edwards both predict that Green Bay will focus on defense in the first round by drafting linebacker Zaven Collins out of Tulsa.
