Willie Montgomery was looking forward to receiving his third stimulus check from the federal government. Serving a life sentence at Ventress Correctional Facility, he planned to use the $1,400 payment to pay for sorely needed hygiene products and food from the commissary.
But when he finally received the funds earlier this month, more than $300 had been withheld to cover outstanding court costs that he has been unable to pay because he’s been imprisoned for over four decades.
