Governor Northam Announces Ice Cream Manufacturer to Expand in Rockingham County Posted by Staff | Feb 1, 2021 | News | | RICHMOND Governor Ralph Northam today announced that Smiley’s Ice Cream, a producer of premium, homemade-style ice cream, will build a new ice cream manufacturing facility and retail store in Rockingham County, investing more than $1.15 million and creating eight new jobs. Comcast Business has invested close to $100 million over the past five years to expand its network in Virginia.
