Steven Stafstrom, D-Bridgeport, co-chair of the committee. The 200-plus page bill deals with finance, regulatory and licensing issues, Stafstrom said, but the primary question under the jurisdiction of the judiciary committee Tuesday was whether to legalize recreational cannabis in Connecticut.

Originally published on April 6, 2021 3:15 pm The criminal records of low-level offenders could be wiped clean because of a new bill that has advanced to the Connecticut General Assembly. Lawmakers on the state’s Judiciary Committee passed to the full Legislature a new version of the Clean Slate bill. The legislation would provide automatic erasure of misdemeanor and some lower-level felony charges ranging from seven to 15 years after the date of conviction. People convicted of sex offenses, domestic violence and family violence crimes would not eligible. Proponents of the bill said it will be easier for formerly incarcerated and convicted people to get a job, buy a house, get an education and adjust to life after prison.

“Beginning from July 1, 2021, through January 1, 2024, only the existing medical establishments and social equity applicants can open up cannabis establishments,” Rep. Steve Stafstrom (D-Bridgeport) said.  Stafstrom, who co-chairs the committee, said lawmakers have been focused on making sure individuals from communities impacted by the war on drugs have an opportunity to get into the industry.  But not all lawmakers agreed with the approach.  “We know you violated the law, but we’re going to reward you and we’re going to take off 50% of the fees,” Sen. Dan Champagne (R-Vernon) said.   Lawmakers also expressed concern that those younger than 21 years old would get their hands on the drug. 

Gov Lamont s cannabis bill passes out of Judiciary Committee, but not without changes

Ned Lamont that would legalize recreational marijuana in Connecticut. “The bill before us, I’m sure, will see additional revision as it moves through the legislative process and its next committee of assignment,” said Rep. Steven Stafstrom, D-Bridgeport and co-chair of the Judiciary Committee. Lawmakers made a number of changes to Lamont’s proposed bill after an all-day public hearing on Feb. 26. Those alterations include allowing patients in the state’s medical marijuana program to grow up to six plants in their homes, beginning in 2022; permitting only existing medical marijuana establishments and “social equity applicants” to open cannabis shops from July 2021 to January 2024; requiring cannabis shops to have “social equity plans;” providing apprenticeship and workforce pipeline programs to ensure those from historically marginalized communi
