Suspect Charged in 21-Year-Old Kidnapping, Sexual Assault Case

By Rob Sussman Apr 19, 2021 2:31 PM GRAND CHUTE, WI (WTAQ) Grand Chute Police say a suspect in a cold case sexual assault and kidnapping has been arrested more than 21 years after the crime was committed. John E.W. Carter, 51, was arrested in Wisconsin Rapids on Friday. Police say Carter is the man responsible for the February 12th, 2000 kidnapping of a 16-year-old girl inside of the Younkers store where she worked at the Fox River Mall. Carter had approached the girl after she got off work with a handgun, forced her into the passenger seat of her car, and drove her to a nearby location where he sexually assaulted her. Afterwards, the suspect fled on foot.

Grand Chute Police make arrest in 2000 cold case

Apr 19, 2021 2:43 PM Criminal charges are filed against a suspect in a cold case abduction and sexual assault in Grand Chute. Grand Chute police say John Carter is accused of pulling a gun on a 16-year old girl that was just leaving her job at the Younkers in the Fox River Mall in Feburary of 2000. Carter then allegedly assaulted the girl and ran off. He was arrested in Wisconsin Rapids on Friday, April 16. Grand Chute Police Chief Greg Peterson won’t say how Carter came to become a suspect. DNA evidence also links Carter to an alleged sexual assault in Janesville dating back to 1999.

It’s called a BolaWrap. “The best way to describe the BolaWrap itself is a device you would expect Batman to carry,” said Travis Waas the community resource officer for Grand Chute Police Department. The hand-held works almost like a lasso. Officers aim it at their target with the green laser, yell a warning, and an 8-foot string, anchored with two hooks, shoots from the device and wraps around a person’s arms or ankles.
