Advocacy group files tax lawsuit against Cleveland DAVID KORDALSKI Following a series of lawsuits in other Ohio cities, the Buckeye Institute is asking the Cuyahoga County Court of Common Pleas to rule that the city of Cleveland s municipal income tax is unconstitutionally levied when applied to long-term remote employees forced to work from home during the pandemic. The lawsuit was filed Thursday, April 8 on behalf of Dr. Manal Morsy, who works for a Cleveland company but lives in Blue Bell, Pa., and was required to pay taxes on 100% of her income in both cities. Prior to the COVID-19 pandemic and state health stay-at-home orders, Morsy commuted to Cleveland during the week. But since last March, she worked exclusively from her home in Pennsylvania, the lawsuit stated.
