The council’s safety management system did not provide enough evidence that it adequately identified and managed the council’s risk profile and was not fit for purpose, McCutcheon says. Councillors received the report at a finance and assurance committee meeting on Tuesday, as well as other reports that touched on council’s health and safety. External advisor to the committee Bruce Robertson said it was a call to arms.
