Peace in Libya on the Horizon? The Libyan and Russian Foreign Ministers held talks on Wednesday in Moscow as they encouraged the two rival governments in Libya who signed a permanent cease-fire in October, to end the country s years-long conflict. Sergey Lavrov, the Russian Foreign Minister, expressed his position. Now we should strongly encourage the two sides to enter into dialogue, and to counteract attempts of the aggressive rhetoric, and especially of the threats of restarting military action. Mohamed Mohamed Taha Siala, the Libyan Foreign Minister, also had some meaningful words towards peace. I respect the work undertaken by the former representative of Libya s General Secretary and UN envoy for Libya Ghassan Salame, and I respect the work of the temporary representative carrying out this function, Stephanie Williams, but we should assume that they, as Libyan people do, have to face the split in the United Nations Security Council.

Top Libyan official asks Russia to help withdrawal of mercenaries 31 Dec 2020 Topics Moscow is being asked to help evacuate fighters, some of which may be supported by Russia itself. The Foreign Minister of Libya’s internationally recognised and UN-backed Government of National Accord, Mohamed Taha Siala announced that his country asked Russia to help evacuating foreign fighters from the war-torn country. Siala was speaking during a joint press conference with his Russian counterpart, Sergei Lavrov on Wednesday. The press conference came following Moscow’s invitation to discuss political and military developments in Libya. After the meeting Siala said, We asked for Moscow s assistance to evacuate foreign fighters from Libya. We expressed our concern over seizing oil export revenues in a bank account that Libyans cannot benefit from.

The sixth UN special envoy to Libya, Ghassan Salame, resigned in his role early March this year, after nearly three years in the post. Salame was appointed Head of the United Nations Support Mission in Libya (UNSMIL) on 22 June 2017, as the sixth envoy in six years. The UN Secretary General has asked Salame’s deputy, Stephanie Williams, to continue as acting Special Representative until a new envoy was appointed.   Stephanie Williams has continued in the role since, attempting to implement the January 2020 Berlin Conference outcomes through the Libyan political dialogue process, after a nationwide ceasefire was signed in Geneva in October.
