Caltrans is reopening the road two months ahead of schedule. The highway closed in January as mudslides washed away 150 feet of the roadway due to debris flow from the Dolan Fire burn scar. Newsom was joined by Caltrans Director Toks Omishakin, Congressman Jimmy Panetta, Assemblymember Robert Rivas and others.Debris FlowThe road failure at Rat Creek was a result of 17 inches of rain coming down on the Dolan Fire burn scar in the span of three days this winter. The debris flow caused water to pool and cut under the existing roadway, eroding a 150-foot hole in the mountain.Caltrans repaired the chasm using engineered fill rather than building a bridge.Each layer of fill was tamped down to make sure it could withstand the weight of the highway. Congressman Again Pushes for Expanding Investment Options in 403(b)s
A lack of access to the same investment types allowed in other DC plans means 403(b) plan participants are missing out on increased retirement savings, industry sources say.

Congressman Jimmy Panetta, D-California, has re-introduced the Public Service Retirement Fairness Act, a bill that would allow collective investment trusts (CITs) as investment options in 403(b) plans.
The bill was first introduced last March and was referred to the House Committee on Financial Services and the House Committee on Ways and Means, but nothing has come of it since.
CITs are collectively managed investment vehicles that typically have lower costs and more flexibility than annuity contracts and mutual funds the only types of investments allowed in 403(b) plans. With excessive fee lawsuits extending to the 403(b) space and account assets growing larger with time, 403(b) plan sponsors have been inquiring about offering
–This week, local Congressman Salud Carbajal (D-Santa Barbara) and Congressman Jimmy Panetta (D-Carmel Valley) released statements on the ongoing Department of Health and Human Services’ consideration to use Camp Roberts as a temporary facility to house unaccompanied children under 18 years old who have crossed the southern border. If HHS finds Camp Roberts suitable to meet the needs of children, the California Army National Guard Post would be used to temporarily house these minors as they are processed to be placed with family or a sponsor, prior to a court determination of their legality in the United States. HHS has not yet made a final decision as to whether Camp Roberts will serve this purpose.
A new California bill, if passed, could help Central Coast families retain family-owned farms and ranch land as they are passed down from generation to generation.
This week, Congressman Jimmy Panetta introduced the Preserving Family Farms Act which aims to help family-owned farms continue operations by updating the special use valuation provision of the estate tax.
Joined by Jackie Walorski (R-IN-02), Panetta s act would increase the amount of farmland that can be valued for family farming operations and decrease the amount of farmland that must be valued for development purposes when someone inherits the property.
“Estate taxes on family-owned farms have forced families to split up the land they have spent generations building,” Panetta said in a press release. “Our Preserving Family Farms Act would ease this burden by ensuring that these farms are appraised by the value of their business, rather than development value.
