QUINCY    The Quincy College Board of Governors has been asked by city councilors to consider joining the state community college system as Mayor Thomas Koch looks to build the college a new home and invest millions of dollars in the city-run school. Councilor-at-large Anne Mahoney was joined by several other councilors Monday night in asking the board of governors to consider joining the Massachusetts Association of Community Colleges. Quincy College, which first opened in 1958, operates independently of the association and is technically owned by the city. Like such institutions across the country, Quincy College has struggled for the last several years with falling enrollment and budget gaps.
