A bipartisan coalition of four members of the St. Louis County Council are calling a special meeting of the council today to elect a new chair and vice chair for 2021 something the three other members say has already been done.

Under a change voters made to the county Charter in 2019, new council members and the county executive are no longer sworn in Jan. 1, as had been the custom for decades. Instead of holding the inauguration on a holiday, the council and the county executive are sworn in on the second Tuesday of the year.

A dispute over who is eligible to choose the leadership of the St. Louis County Council brought its weekly meeting to a standstill Tuesday night.
Members voted to adjourn after barely 30 minutes, with
both Councilwoman Lisa Clancy, D-Maplewood, and Councilman Tim Fitch, R-St. Louis County, claiming the authority to run the meeting.
“It’s a shame we have to adjourn this meeting,” Clancy said as it ended. “There are people lined up to make comments, we have council business to attend to, but, you know, I’d gladly go home to make time to put my kid in bed tonight. I would rather do that than put up with this nonsense and disruption.”

Backers of the reelection of Clancy, an ally of St. Louis County Executive Sam Page, contend this unusual situation is an unintended, but required, consequence of a charter change. But three Page detractors say the election of new leadership was illegal and an undemocratic slap in the face to voters of the north St. Louis County-based 4th District.
