Retired judge and politician Sen. Quentin Kopp is rarely stuck for words, but he stood speechless while viewing a banner titled “Fortress San Francisco” at the War Memorial Veterans Building. “At 92, I thought I knew everything,” he finally said. “But I didn’t know there were 120 military bases in the Bay Area during World War II.” True, it was not Kopp’s war. The former state senator and onetime member of the San Francisco Board of Supervisors.
