SALT LAKE CITY A resolution that acknowledges the harms of using Native American mascots in Utah public schools and encourages their retirement will be debated by the House of Representatives. The House Education Committee voted 6-5 late Monday to give HCR3 a favorable recommendation, although some committee members who voted “no” said they wanted the bill to move forward to the full House of Representatives with changes. The resolution, sponsored by Rep. Elizabeth Weight, D-West Valley City, also encourages the Utah State Board of Education, school districts and charter schools to provide instruction in Native American culture and history.

Spackman Moss said that would give students the tools to protect themselves. Utah is an opt-in state, where parents have to sign off on their student’s health education. Dr. Kellie Woodfield, an OB-GYN at the University of Utah, said consent has to do with communication skills and boundary settings. “This concept of consent isn t limited to just sexual behavior, but actually encompasses a broader effort to teach children and adolescents about respecting the agency of others,” she said. “It’s so much more than refusal skills.” The bill received major pushback as many took issue with the description and expansion of consent.

SALT LAKE CITY Legislation that would have required Utah’s sex education curriculum to include instruction about consent including what does not constitute consent was defeated by the House Education Committee Monday by a vote of 4-7. HB177, sponsored by Rep. Carol Spackman Moss, D-Holladay, also would have required instruction on coercion, sexual violence behavior deterrence, and sexual assault mitigation as part of sex education instruction for students in grades 7-12. Parents must opt-in for their child to participate in sex education classes.

Other states that have made this allowance have experienced a reduction in youth suicide, according to HB81’s sponsor, Rep. Mike Winder, R-West Valley City. “Here in the state of Utah, where we’re at sixth in the nation for youth suicides, anything we can do to save a life is important, especially in this pandemic where our kids are under pressure unlike ever before,” Winder said.
