Frustrated with both a lack of power to probe unethical conduct by lawmakers and what she considered a paltry and even counterproductive attempt at ethics reform by the Illinois General Assembly, the state s legislative inspector general said Wednesday she will resign later this year.
Carol Pope, 67, a former circuit and appellate judge from Petersburg, emailed members of the legislative ethics commission to say she plans to leave Dec. 15. Her term normally would be up in June 2023.
Despite an ethics reform bill praised as a good first step by Democrats and Republicans that was passed overwhelmingly this year, Pope said, “The last legislative session demonstrated true ethics reform is not a priority.”

The legislative inspector general for Illinois has submitted her resignation.
Carol Pope says in a letter to lawmakers that she had hoped to bring about true ethics reform in Illinois, but says the ethics legislation that finally cleared the General Assembly this spring showed her that true reform is not a priority.
Pope says as a result, her office is just a, quote, “paper tiger” with no real ability to bring about change. Pope says she will leave her post in December, unless lawmakers find her replacement sooner.

(The Center Square) – The Illinois state legislature will have to start looking for another watchdog to police them after Legislative Inspector General Carol Pope said the position is “essentially a paper tiger,” and announced she’s going to leave the post in December.
In a letter to members of the bipartisan Illinois Legislative Ethics Commission Wednesday, Pope said she hoped to make a difference from the inside and improve the public’s view of the legislature by bringing true ethics reforms.
“Unfortunately, I have not been able to do so,” Pope said. “This last legislative session demonstrated true ethics reform is not a priority. The LIG has no real power to effect change or shine a light on ethics violations, the position is essentially a paper tiger.”
