Ms. Carotenuto recently served as Deputy Secretary for Legislative Affairs and Policy in the administration, negotiating key policy initiatives for the administration such as congestion pricing and the legalizing of paid gestational surrogacy. One Hundred Fifty-Six Years Ago: It is difficult to imagine, even having lived through the last year of the Covid-19 pandemic, the manic week endured by the American people beginning on April 9, 1865. That evening, newspapers in Central New York and all across the war-torn nation announced the remarkable news of Robert E. Lee’s surrender to Ulysses S. Grant at Appomattox Courthouse, Virginia.
