On Wednesday, 10 rockets hit a base which hosted US-led coalition forces in western Iraq. According to the US Department of Defense, a US civilian contractor died after suffering a heart attack while sheltering from the strike.
The Kremlin has always denied any involvement in the incident.
Mr Biden is understood to be considering signing at least two executive orders against Russia.
Sources close to the Biden-administration said this would enable the US to freeze the assets of Russian officials and associated firms.

The Kremlin has warned the US any sanctions will only serve to worsen already strained relations.
The US is also understood to be working closely with allies in Europe, including the European Union.

It comes as Saudi Arabia s sovereignty is a red line, Saudi columnists said on Sunday, ramping up rhetoric in defense of Crown Prince Mohammed bin Salman after a US intelligence report implicated him in the killing of journalist Jamal Khashoggi.
Prince Mohammed, de facto ruler of the US-allied Gulf powerhouse, has denied any involvement in the 2018 murder of Khashoggi at the Saudi consulate in Istanbul.
The US administration on Friday imposed sanctions on some of those involved, but spared the prince. Washington released an intelligence report saying the crown prince had approved an operation to capture or kill Khashoggi.

The First Lady shared a photo of herself before Valentine’s Day visiting a boutique bakery in Washington. Posting the picture on Twitter, Dr Biden wrote: “Dropped by @TheSweetLobby earlier to pick up some Valentine’s treats for the weekend. Shhh – don’t tell Joe!”
