One Richardson City Council race heading to runoff, Place 4 council incumbent defeated Five city council races were uncontested. The city of Richardson is pictured in this file photo.(Video screenshot by City of Richardson) Richardson City Council candidates Arefin Shamsul and Marilyn Frederick are headed to a June 5 runoff election. Shamsul received 40.5% of the votes for the Place 6 race and Frederick had 30%. Candidates must earn at least 50% of votes to avoid going to a runoff. The May 1 election also saw Joe Corcoran defeat incumbent Kyle Kepner for the Place 4 council seat. Corcoran received 53.4% of the votes and Kepner, who was seeking a second term, secured 46.6%.
