As a buyer or commissioner of supplies, services and works for the public sector you need to understand and be able to readily access the regulations and policies relating to procurement.
The Crown Commercial Service (
CCS) is responsible for the legal framework for public sector procurement and leads on the development and implementation of procurement policies for government.
Introduction
The over-riding procurement policy requirement is that all public procurement must be based on value for money, defined as “the best mix of quality and effectiveness for the least outlay over the period of use of the goods or services bought”. This should be achieved through competition, unless there are compelling reasons to the contrary.

Customers of eSenders who are not listed above are advised to contact their eSender for an update and to register directly on FTS in the interim if necessary.
Any contracting authority that publishes directly to TED should follow the instructions for direct registration on FTS set out in PPN 08/20.
Some eSenders have advised that they are not able to support parallel publication to both FTS and OJEU/TED. In these circumstances they have switched publication over to FTS by default. You may need to register on TED in order to post notices related to ongoing procurements manually. Your eSender can advise you if this is the case.

Encouraging suppliers to offer wider access to procurement opportunities will increase visibility of opportunities and enable a more diverse supply base, particularly for Small and Medium Enterprises (SMEs).
If you are a supplier to
MOD, you are encouraged to advertise defence related supply chain opportunities using our e-Sourcing platform called the Defence Sourcing Portal (
DSP). You can use this facility to advertise subcontracting opportunities, early market engagement events and future requirements.
The Government has outlined plans for a new central digital platform for public sector procurement as part of its broader plans for the activity.
The Cabinet Office has published a green paper on the issue that lays out its objective to speed up and simplify procurement, including details on a new platform and service architecture.
These would include a standard set of services, such as: buyer and supplier identities accessible from other systems; the capacity to receive inputs from both sides; functions to provide data tailored to user needs; and a series of defined interfaces with other systems.
Core features would be public access to all the data online and through APIs, notices from the Find a Tender and Contracts Finder services, links to e-procurement systems, access to commercial data analysis tools, and a capacity to prepare suppliers by price and performance.
Whitchurch Town Council will spend up to £180,000 on refurbishing the town hall after putting a contract out to tender. Plans to refurbish the town hall were lodged with Basingstoke and Deane Borough Council in 2019, and were approved in March of this year. Listed Building Consent was also obtained for the work on the Grade II building. The contract for the work has now been listed on the government’s ‘Contracts Finder’ service, which lists public contracts available in the UK. In the tender, Whitchurch Town Council says it “seeks to engage with suitability qualified contractors to undertake the refurbishment of the Grade II listed Town Hall.”
