As Congress alleged that discussion on the topic was being taken up against the rules and unilaterally without their consent, the Speaker hit back stating that the opposition was backing off at the last minute after having submitted the list of names of members who will participate in the debate from their side.
Bengaluru, Mar 4 () Congress members on Thursday staged a protest in the Karnataka Assembly against Speaker Vishweshwar Hegde Kageri s decision to hold a special discussion One Nation, One Election , terming it as RSS agenda .
Stages dharna inside Assembly

One Nation – One Election’ became stormy with Opposition Congress members staging dharna in the Well of the House terming it as ‘RSS agenda.’
As the House assembled, Assembly Speaker Visveshwara Hegde Kageri started reading out proposal for ‘One Nation – One Election’ which aims at holding Lok Sabha and Assembly elections simultaneously in order to cut expenditure and save time. At this juncture, Opposition Leader Siddharamaiah sought to know under what rules this subject has been taken up for debate.
Irritated by this, the Speaker said members cannot question action of the Chair, and continued to read.
Sagamesh, who was just next to the Speaker s podium, removed his shirt and put it on his shoulder while shouting slogans. At this point, state Congress chief D K Shivakumar and other party colleagues prodded Sangamesh to wear the shirt back and helped him in the process.
Bedlam prevailed as the congress members trooped into the well of the House, terming the debate on One Nation, One Election an RSS conspiracy to end democracy in the country.

Opposition Congress MLAs said that the discussion on the subject was being taken up against the rules governing the functioning of the Assembly and without their contest. They went to the Well of the House to protest against the Assembly Speaker, who hit back at the Congress saying that the party had submitted the names of its MLAs to speak on the topic.
