The global energy transition is seen as an important response to the growing security challenge of climate change. Going low-carbon will alter the way we produce, what we trade, and with whom we exchange goods and services. It will also impact the security landscape: the pathways toward carbon neutrality will unleash political tensions between those with more and those with less ambition and lead to heated debate around how to get to the final destination. As the EU positions itself as a global climate leader through its European Green Deal, it needs to prepare for new types of external policy challenges and must retool its approach to climate security to meet those challenges. This will involve not just the mainstreaming of climate security into standard instruments of EU foreign policy but also questioning how the EU’s determination to be a global decarbonization leader will impact ecological security more broadly.

Cyprus: Shipping showing resilience, helping economy The shipping sector showed “tremendous resilience” in supporting the Cypriot economy amid the coronavirus pandemic; President Nicos Anastasiades told the annual meeting of shipowners and shipmanagers. He praised the maritime community in his address to the virtual annual general meeting of the Cyprus Shipping Chamber. “Our country’s maritime sector managed to maintain its competitiveness and has preserved shipping as one of the main pillars of our economy.” Anastasiades said that shipping continues to contribute approximately 7% to Cyprus’ GDP, “significantly enhancing our efforts for the observed recovery and growth of the economy.” He commended the shipping industry “for its leading role in efforts to overcome this unprecedented crisis by keeping supply chains open and maritime trade moving, ensuring the timely availability of essential goods and necessary medical equipment and supplies.”

It should be the explicit aim of this effort to provide the path towards an effective global approach to climate policy. To tap into a fruitful division of labour, research and investment projects entailing high European value added and policy instruments for setting incentives for the greening of the European economy should be coordinated at the European level. Previous work by the French Council of Economic Analysis (CAE) and the German Council of Economic Experts (GCEE) (GCEE 2019, CAE and GCEE 2019), as well as the interdisciplinary work of the German national academies of science (acatech et al. 2020), advocated the pricing of carbon as the leading instrument of European climate policy.
