A zoo says its conservation programme has stalled due to a lack of post-Brexit paperwork.
Twycross Zoo had been due to export its critically-endangered Amur leopard for breeding but said the forms used before the UK left the EU had vanished .
It has called on the government to urgently issue replacement forms.
The Department for Environment, Food and Rural Affairs (Defra) said animal exports were still permitted in line with the import rules of EU countries.
The Leicestershire zoo has been involved in leopard breeding programmes for about 20 years.
In both 2014 and 2016 it welcomed litters of Amur leopard cubs.

Irish pension funds are reluctant to make the changes needed to comply with IORP II before it is transposed into Irish law, according to a Pensions Authority survey.
While there is a general level of awareness of the directive among trustees, there is also a widespread belief that new legislation will increase cost, time and resources, while proportionality is also a concern for schemes of all sizes, the regulator relayed.
The Pensions Authority contacted trustees of 100 defined benefit (DB) and 100 defined contribution (DC) schemes last November. Schemes of varying sizes were chosen randomly from the register of occupational pension schemes.

Gerry Horkan will contest a seat on the Industrial and Commercial Panel
The Fianna Fáil parliamentary party has voted former Senator Gerry Horkan to be its candidate in one of the two upcoming Seanad by-elections.
Mr Horkan will contest a seat on the Industrial and Commercial Panel following the resignation of a Sinn Féin senator last year.
Elisha McCallion, a former Sinn Féin MP, resigned her seat in the Upper House after revelations that three Sinn Féin party offices incorrectly received payments from a Covid-19 grant scheme.
Overall 12 candidates contested the Fianna Fáil nomination, including former Cork South West TD Margaret Murphy O Mahony.
