Para esta tarea, deberán identificar los daños e impactos ambientales y sus efectos en la vida y en la salud de las personas; determinar las causas o factores que los producen; evaluar, identificar y cuantificar los impactos en los servicios ecosistémicos hídricos; y determinar soluciones técnicas viables y priorización de alternativas.
Asimismo, realizar acciones prioritarias de gestión, coordinación y cooperación internacional por daños ambientales transfronterizos que tiene su fuente en alguno de los países vecinos, de ser el caso; y, finalmente, elaborar un plan de descontaminación, remediación y recuperación que contenga, como mínimo, línea base, indicadores y cronograma.
