Shortly before midnight, Herrera, 19, and his sister, Carla Hilario, 16, were walking through the mobile home park where they live when they stopped to look at a vehicle. Jean Colon, known as Felix, and his brother, Joseph Colon, were on their porch and thought that Herrera was giving them a “nasty look.”
Joseph Colon later told deputies that Hererra gripped his waistband as if he had a weapon.
The brothers left their front porch and followed Herrera and Hilario as they walked away and other neighbors also left their homes to watch. The Colons’ sister, Gabriella Chirinos, 20, fired a stun gun that made a popping sound.

U.S. Rep. Darren Soto, D-Kissimmee, has submitted 11 projects to the House Committee on Transportation and Infrastructure for consideration in surface transportation authorization legislation. That legislation builds on the Moving Forward Act, which passed in the House last year, Soto’s office said.
The submissions include four Polk County projects. Soto has requested nearly $1.4 million for Florida Department of Transportation for the widening of Hinson Avenue in Haines City. The representative is also seeking $300,000 to improve the intersection of U.S. 17-92 and County Road 557 in Lake Alfred.
Soto submitted two requests for widening Lucerne Park Road (CR 544)in the Winter Haven area. He requested $5 million to expand the stretch between Martin Luther King Boulevard and Lucerne Loop Road and another $5 million to widen the road from Lucerne Loop Road and State Road 17.

LAKE ALFRED A shooting death in Polk County over the weekend could be covered by the stand your ground law.
Polk Sheriff Grady Judd says 24-year-old shooting victim Jean Carlos Felix Colon was following 19-year-old Emanuel Herrera and Herrera s sister through a Lake Alfred tralier park. There was a confrontation involving Herrera Colon and Colon s brother Joseph, when Herrera shot him.
Judd says Herrera believed Colon was armed. Turns out, he wasn t. But the sheriff says that belief may be sufficient under the law. If you scare people, if they believe you have a gun, if they believe you have a knife, they re likely to shoot you

POLK COUNTY, Fla. – A 24-year-old man was fatally shot in Lake Alfred late Sunday night and now deputies are trying to piece together what exactly happened, according to the Polk County Sheriff’s Office.
Deputies said Jean Carlos “Felix” Colon was shot shortly before midnight.

Records show authorities were initially called to the area of Woods Drive around 11:50 p.m. due to a report of gunfire but when they arrived, the victim’s brother, Joseph Colon, didn’t disclose that a shooting had taken place.
