ELKTON — A former manager of the Cecil County Parks & Recreation Department is facing 15 criminal charges after Maryland State Police detectives raided his Elkton residence early Tuesday morning and allegedly found multiple child pornography files on his electronic devices — ending a two-month-long investigation, according to that law enforcement agency. MSP officials identified Edward W. Slicer Jr. 70, of the 100 block of Friendship Road, as the suspect. Slicer worked for several years with the county s park and recreation department as a manager and later as a grants administrator, before leaving in 2009, according to meeting minutes on the Cecil County Government website. A preliminary review of the suspect s electronic devices revealed multiple child pornography files, an MSP spokesman reported in a press release issued on Tuesday afternoon, about 10 hours after the raid at Slicer s residence had occurred.

Maryland State Police Arrest Cecil County Man On Child Pornography Charges December 22, 2020 (ELKTON, MD) – Troopers arrested and charged a Cecil County man early Tuesday morning after a Maryland State Police Internet Crimes Against Children Task Force investigation developed evidence supporting charges of distribution and possession of child pornography. The suspect is identified as Edward Slicer Jr., 70, of Elkton, Maryland. Slicer is charged with five counts of distribution of child pornography and ten counts of possession of child pornography. He was transported to the Maryland State Police North East Barrack for processing.Beginning in October, the Maryland State Police Computer Crimes Unit conducted an investigation into the distribution and possession of child pornography online. The investigation led to the identification of the suspect and his residence in Cecil County.

ANNAPOLIS — The Elkton Police Department is one of several law enforcement agencies recognized by The Governor’s Office of Crime Prevention, Youth, and Victim Services for recent successes in battling the drug trafficking problem through the Maryland Criminal Intelligence Network (MCIN). “It’s always gratifying to be recognized by other stakeholders in the fight against crime and to be recognized for the efforts we are making on behalf of the citizens of Elkton,” Capt. Joseph Zurolo, an EPD spokesman, told the Cecil Whig. From September through November, MCIN coalition members throughout the state “targeted repeat violent offenders and drug trafficking organizations who are flooding Maryland communities with deadly narcotics, including more than 1,000 grams of suspected fentanyl,” reported a spokesman for the CPYVS.
