Approval to split the lot that includes the Harwick House was reversed Wednesday by the Rochester Planning and Zoning Commission.
While Community Development staff authorized the split of 912 Eighth St. SW in September, a divided commission voted 5-4 to support an appeal by neighbors and other city residents.
“I believe a reasonable person can interpret this law in two ways,” commission member Jeremiah Harbach said, highlighting the split that deadlocked the commission last month when one member was not in attendance.
