Addressing the first meeting of the Platform for National – Local Dialogue on Open Government in Ukraine, on 8 April 2021, Congress Director Rafael Benitez highlighted the importance of strong partnerships for building effective, accountable and inclusive institutions of governance at all levels.
While congratulating Ukrainian authorities on this initiative, he stressed that the “Platform can be seen as a comprehensive approach to joint achievements of national and local authorities within the new Action Plan for the Implementation of the Open Government Partnership (OGP) Initiative in Ukraine”.

A new online tool bE-Open was launched on the occasion on the 40
th session of the Congress of Local and Regional Authorities. This tool is aimed at supporting local and regional governance actors in their efforts to improve the quality of local democracy, and provides practical guidance on public ethics, accountability, transparency and citizen participation.
bE-Open provides quick and easy access to relevant international standards and domestic context, legislation, case law, guidelines and good practices in Armenia, Georgia, the Republic of Moldova, and Ukraine.

âIntolerance is rising against all minority and vulnerable groups in our society,â warned Congress Spokesperson on Human Rights, Harald Bergmann (Netherlands, ILDG), at the 85th Plenary Meeting of the European Commission against Racism and Intolerance (ECRI) on 31 March 2021.
âThe progress we have made towards equality, inclusion and human rights for all is in danger,â Mr Bergmann said, noting the growing discrimination against LGBTI people, increasing racism and religious intolerance, as well as attacks against womenâs rights, such as the recent withdrawal of Turkey from the Istanbul Convention and the near-total ban of abortion in Poland.

On 15 March 2021, the Congress of Local and Regional Authorities of the Council of Europe and the Moroccan Association of Presidents of Prefectural and Provincial Councils (AMPCPP) co-organised a national meeting on the “reform of the legislative framework related to competences of prefectures and provinces and their implementation”.
Held as part of the Congress project under the Council of Europe Neighbourhood Partnership 2018-2021 with Morocco, this hybrid event brought together Presidents of Prefectural and Provincial Councils, representatives of the Moroccan government, and Congress Vice-President Xavier Cadoret (France, SOC/G/PD).

On 3 March 2021, the Congress of Local and Regional Authorities organised an online event on deliberative democracy with the newly elected Mayor and local councillors of the City of Mostar.
Stewart Dickson (ILDG, United Kingdom), Congress Spokesperson on the Observation of Local and Regional Elections participated in the event and stressed the importance of deliberative processes as “a complementary mechanism to listen to the voice of ordinary citizens and thereby build their trust towards their elected representatives”. He stressed the Congress commitment to support and encourage the municipal authorities in this important work.
