Man accused of dumping speared fish on north Phoenix road
PHOENIX - An arrest has been made after a large pile of dead fish was found on the side of the road in Phoenix earlier this week.
Russell Howard, 42, now faces criminal littering charges after he allegedly dumped hundreds of speared fish and parts near 15th Avenue and Pinnacle Peak Road on April 5.
The fish pile was around 15 by 15 feet in size, and most of the fish were carp and gizzard shad, officials said.
Officials with the Arizona Game and Fish Department maintained that spearfishing is legal, but dumping in this manner is not.

While spearfishing is lawful and carp has unlimited take in Arizona with a fishing license, Phoenix PD is investigating for illegal dumping violations.

PHOENIX Phoenix police are investigating an illegal dumping incident involving a large pile of dead fish found in north Phoenix on Monday.
Officers responded to the area of 15th Avenue and Pinnacle Peak Road on Monday afternoon for a report of illegal dumping. Phoenix PD said when officers arrived, they found a large pile of trash, including several dead fish.

PHOENIX â There are scheduled freeway closures or restrictions for improvement projects in the north Valley and east Valley this weekend, March 12-15, according to the Arizona Department of Transportation.
Eastbound Loop 101 (Pima Freeway) closed between I-17 and Seventh Street from 10 p.m. Friday to 5 a.m. Monday (March 15) for widening project (pavement diamond grinding). North- and southbound I-17 ramps to eastbound Loop 101 closed. Eastbound Loop 101 ramps to I-17 (both directions) will remain open. Eastbound Loop 101 on-ramp at 27th Avenue closed.
