Eskom’s labour unions say they will now wait for the conciliation process to unfold at the Commission for Conciliation, Mediation and Arbitration (CCMA) after Eskom ended wage negotiations this week.
On Wednesday, Eskom confirmed it had declared a dispute with the CCMA after the National Union of Mineworkers (NUM), the National Union of Metalworkers of South Africa (Numsa) and trade union Solidarity rejected its 1.5% wage hike offer at the Central Bargaining Forum (CBF).
Eskom’s offer was on condition that union representatives accept amendments to some of the conditions of service such as transfer benefits, overtime pay rates and travel time.
Eskom’s debt has long been described as the biggest risk to South Africa’s economy. The power utility remains beleaguered rolling electricity cuts that remain a crippling reality were again announced just hours after Parliament concluded the Public Enterprises budget vote debate.
Back in late March 2019 the power utility couldn’t meet its liabilities and, to avoid a default, the government scurried to secure a R3-billion short-term commercial loan.
An Eskom default would have required the immediate repayment of R281-billion backed by government guarantees. But that kind of money simply is not available in the public purse.
