LANSING A Lansing man is suing five police officers, Ingham County and a confidential police informant for what he says was a mistaken identity arrest.
The five officers four from Michigan State Police and one from the Ingham County Sheriff s Office were working with a confidential informant who told them a man named Al Jessup could sell him heroin and cocaine, according to a police report.
According to the lawsuit, the informant lied to police about the seller s identity and police were reckless in relying on the information.
Police bought drugs twice from a man they believed to be Jessup, using their informant as the buyer, according to the police report.

LANSING, MI – A man showing signs of “excited delirium” was jumping on vehicles traveling on eastbound I-96 Thursday afternoon, April 8, authorities said.
Sheriff’s deputies were called to the scene on the highway, west of Okemos Road, around 3 p.m. They found the subject climbing the tractor of a tractor trailer, police said.
Police say the 38-year-old Lansing man was showing signs of “excited delirium,” which is characterized by violence, strength and high body temperature. It can be caused by mental illness or drug use.
