Pulse of the for-purpose sector - final report: wave 1
Description
2020 has been a year of significant economic, health and societal shocks in Australia as a result of both the 2019-2020 bushfire season and the effects of COVID-19. These shocks have significantly and rapidly increased demand on the services of many for-purpose sector organisations, while radically challenging their organisational and service models in many cases. In 2020, the Centre for Social Impact (CSI) launched the
Pulse of the For-Purpose Sector & Building Back Better national research program to generate timely and longitudinal data in support of the sector and the communities it serves.

Christmas is nearly here, and as we enjoy buying presents for family and friends, it’s also a time when many of us think about donating to charity.
As last summer’s bushfires showed, the devastation caused by natural disasters can lead to an outpouring of generosity.
This Christmas is also different because of the very challenging year we’ve experienced.
Although Australia has escaped the worst of the COVID-19 pandemic, it has still hit our communities hard. Charities have been under increased pressure, while at the same time, donations have dropped off and fundraising events have had to be cancelled.

Easing regulatory burden on charities
Australian charities hit hard by the impacts of the COVID-19 pandemic will receive relief from burdensome financial reporting requirements under an agreement signed by all Federal, state and territory treasurers.
Inconsistent and outdated regulations across jurisdictions create an estimated regulatory burden of $13.3 million a year for the charitable fundraising sector. The recent Royal Commission into National Natural Disaster Arrangements highlighted the crucial role charities play in disaster recovery efforts, but noted the complexities of operating across jurisdictions with distinct regulatory schemes.
Charity financial reporting
The Council on Federal Financial Relations (CFFR) agreed to develop a framework by mid-2021 to lift the financial reporting thresholds to benefit over 5,000 small and medium charities, allowing those charities to redirect resources to help vulnerable Australians.
Charities whose members trespass or engage in illegal blockades will be stripped of their registration as the federal government steps up its war against anarchists . Possessing a culture that tolerated illegal behaviour such as using resources to encourage unlawful activities would also result in the loss of generous tax benefits afforded to registered charities under the proposed tough new regulations. A year after Prime Minister Scott Morrison spoke of absolutist activism or anarchism … testing the limits of the right to protest , the government is releasing new charity standards. The government believes the hard-line approach will weed out activist groups masquerading as charities.
