UNION â Union School District Superintendent Carter Wells starts each day expecting to be surprised.
Still, none of his wildest expectations could have prepared him for the surprise he received on Monday, May 3.
Wells received the Doug Flatt Memorial Leadership Award.
âI was extremely shocked,â Wells said, also noting nobody dropped the faintest of hints about possibly receiving the award.
The Mid Columbia Bus Company and InterMountain Education Service District sponsor the award. Flatt was the chief executive officer of Mid Columbia who died in a plane crash in 2003. The purpose of the Doug Flatt Leadership Award is to recognize a school administrator in a district Mid Columbia serves who exemplifies the same qualities Flatt was well known for.
ASTORIA â Students in the Astoria School District will not have to participate in state testing this year.
The federal government recently approved a request from Oregon to waive statewide assessment requirements because of the impacts of the coronavirus pandemic and the limited opportunities many students have had for on-site learning. However, limited testing at each grade level, starting at third grade, will be required.
If parents in the school district still want their children to take the stateâs Smarter Balanced assessment, they can opt in and the district will provide students with an opportunity to take the test.
The school board, however, is more concerned that students get as much class time as possible now that they are back in classrooms. Astoria began the school year remotely last September and only started bringing the majority of students back to buildings in February.
Astor School Modernization Finished
Astoria School District and contractor Skanska jointly announced the completion of new construction and modernization at John Jacob Astor Elementary in Astoria. The school’s exterior served as the backdrop of the well-known and beloved 1990 action comedy film, ‘Kindergarten Cop,’ which starred Arnold Schwarzeneggar.
“The expansion and modernization of Astor Elementary are now complete with our particular focus on preserving the history of the school,” said Astoria School District Superintendent Craig Hoppes. “In its new design, we’ve made way for a flexible multipurpose area and new classrooms as well as upgraded safety and security for current and future students. It’s been exciting to watch the rapid construction happen and to work with partners who are as budget-conscious as we are.”
Gov. Kate Brown abruptly announced new rules for school reopenings on Wednesday afternoon, making former directives optional and allowing school districts to open if they follow safety precautions against the coronavirus.
In a letter to health and education agencies, the governor said the stateâs health metrics for returning to in-person instruction will become advisory rather than mandatory effective Jan. 1.

âMoving forward, the decision to resume in-person instruction must be made locally, district by district school by school,â Brown said.
In an effort to tamp down the COVID-19 pandemic, most Oregon schools have been closed since mid-March and students have been learning remotely in their homes. Many parents and students had become increasingly frustrated with the situation and the calls for reopening schools
