Susan Rice Dame Susan Rice is another veteran financier who combines banking and business interests with roles on public boards interest in the arts. In 2009 she chaired the 2020 Group, set up in response to the Climate Change Bill, which aimed to reduce carbon emissions by 42 per cent of 1990 levels by 2020 and 80 per cent by 2050. In 2014 the Scottish Government announced it had reached the first target six years early.

But she added: “The UK Government is pressuring the Welsh Government to redirect its resources to deliver a UK Government policy priority. “This approach is unacceptable to us, and we have made clear that the UK Government needs to demonstrate the same level of financial commitment to freeports in Wales as they have in England.” Welsh economy minister Vaughan Gething added: “The UK Government’s continued refusal to engage constructively suggests that they would rather risk undermining devolution by implementing a flawed freeport without our support than work with us to deliver benefits for Wales.” Meanwhile, Scottish Government ministers have made plain they will “challenge any attempts by the UK Government to impose their model in Scotland by legislating in devolved areas”, insisting such a move would be a “breach of the spirit of the devolution settlement”.

Devolved ministers are also demanding answers from the UK Government on funding for the projects, claiming the Conservatives have been unwilling to guarantee that support for ports in Scotland and Wales would match amounts being offered in England.
