Judge rules that Rita Days is legal St Louis County Council chair, not Lisa Clancy

St. Louis County Circuit Judge Thomas Albus issued a ruling Tuesday in a county-funded lawsuit that divided County Council members over who was the rightfully elected council chair: 1st District Councilwoman Rita Days, D-Bel Nor, or 5th District Councilwoman Lisa Clancy, D-Maplewood. Albus sided with Days and the current bipartisan majority of the council and rejected the county’s legal arguments. Clancy, the council chair for 2020, appeared to be elected chair Jan. 5 on a 4-3 vote that included outgoing council member Rochelle Gray, after a Charter change said that new council members wouldn’t be sworn in until the second Tuesday of January instead of Jan. 1, as had been traditional. Those same members appeared to elect 6th District Councilman Ernie Trakas, R-Oakville, as vice chair. Trakas voted with the four to elect himself and Clancy.

A judge has determined Rita Days is the chairwoman of the St. Louis County Council and Mark Harder is the vice-chair, despite efforts by former Council Chairwoman Lisa Clancy, Councilman Ernie Trakas and Councilwoman Kelli Dunaway to say otherwise. Judge Thomas Albus ruled in favor of Days, Harder and their fellow council members Tim Fitch and Shalonda Webb, who voted in January to appoint Days as chairwoman and Harder as vice-chair.  Clancy, Trakas, Dunaway and outgoing Councilwoman Rochelle Walton Gray claimed Gray was still in office during the first meeting of the year even though Webb defeated her in the primary election in August.

The St. Louis County Council voted to approve $6 million from the county s Convention and Recreation trust fund for the development of the POWERplex. In Tuesday night s meeting, the council voted 6-1 in favor of an ordinance that would set aside $6 million of unappropriated funds for the development that would transform the mostly vacant St. Louis Outlet Mall into a multi-sport facility. The developer of POWERplex said the $6 million from St. Louis County s hotel tax only accounts for 10% of project costs but said it s vital to the total funding package.
