Children aged three to seven will return to school after the February half-term, the Welsh Government is expected to confirm on Friday.
Most pupils have been learning from home after a surge in Covid cases led to a Welsh lockdown.
The decision would mean the foundation phase of primary schools returning from 22 February.
But the head of one teaching union said they would not support the move without assurances about teacher safety.
Education Minister Kirsty Williams is expected to make the announcement at a lunchtime press conference on Friday.

A woman who had to wait 11 years before an endometriosis diagnosis has joined calls for menstrual wellbeing to be taught in schools.
Charl Davies, of Blaenavon, Torfaen, said she had to suffer in silence .
Member of the Senedd Suzy Davies, who has also suffered, has called for the topic to be compulsory in schools.
The Welsh Government said it expected one of the groups working on the new curriculum to consider topics like menstrual wellbeing in more detail.
Charity Endometriosis UK said this provided hope, but not certainty, to those struggling with the condition.

Primary school children in Wales could be back in the classroom in less than a month - alerting homeschooling families across the UK to the prospect of a possible wider return.
First Minister Mark Drakeford confirmed on Friday afternoon that schools could reopen on February 22 at the earliest as the nation s target date.
It comes as the weekly Covid-19 infection rate falls below 200 cases per 100,000 people, according to Public Health Wales.
Boris Johnson has already confirmed schools in England will stay closed until at least March 8, despite suggesting other lockdown restrictions may be eased earlier, by February 22.

Wales will hope to take advantage of its lower rate of coronavirus transmissions to get pupils back into schools ahead of other UK nations, First Minister Mark Drakeford has said.
The Welsh Labour leader said a phased return to the classroom, starting with primary school children, could begin straight after half-term if Covid cases continue to fall.Wales went into a tight lockdown after a surge in coronavirus cases just before Christmas.
But the Welsh Government said rates of the virus across the country have fallen below 200 cases per 100,000 people for the first time since early November.

In 12% of schools in Wales at least a fifth of pupils lack access to a digital device for online learning during lockdown, according to a survey for the children s commissioner.
Colleges reported a range of 0-20% of learners lacked access to devices.
More than half of learners were sharing access to a device in 36% of schools or colleges.
However, more than half of schools and colleges said over 90% of learners did have access to a digital device.
