Attorneys for the paper Thursday filed an appeal of the ruling, issued by an administrative law judge with the National Labor Relations Board in January.
In the complaint filed with the Allegheny County Court of Common Pleas on Wednesday, the paper alleged the city’s police have failed to protect its employees, contractors and property.
