believe that? i do believe people are i think they ve had enough of this. we saw las vegas earlier this year. we all learned about something called the bump stock. i had never known what a bump stock was prior to las vegas. i do now and i support the legislation to ban the bump stock. certainly we need to enhance background checks on private sales. that was the so-called toomey proposal that would also further refine the instant check system to make sure more data is being inputted into the system. we also have had proposals too from senator collins on the no fly list making sure that any person on that list shouldn t be able to purchase a firearm with due process. there are things we can do and should do. i m not saying any of these proposals by themselves would have prevented any of these terrible attacks but they re good policy. if you could pull back the curtain a little bit and share with us, what happens, how does this fail each and every time?
of the class of disability they have. you don t want to stigmatize people with mental illness, is there something more that can be done to prevent people who shouldn t have weapons from getting them? the toomey-manchin bill i mentioned earlier, that had a provision that would basically protect health care providers from any liability when they transmit mental health information to the instant check system quite often that information hadn t been transmitted. i think we need to provide protections from the health care providers from lawsuits under hipaa. by the way, in the last congress we passed a law, tim murphy legislation that made comprehensive changes to our mental health systems. i don t think the mental health issue should stop us from taking on some of the common sense gun measures that i mentioned a few moments ago. you re obviously going to be leaving congress. do you really believe change is
supposed to get a gun, yet the air force didn t give the records to the instant check system and he got a gun. that s one of the reasons why we passed legislation plugging that loophole, making sure that was the case. so that came from hearings. we had hearings on the gaps in the instant check system and those hearings led to a conclusion that there were gaps that need to be fixed and that led to legislation that has been passed by the house. the question i think is so you re saying that obviously we need to look into if there are gaps. the attorney general said there is problems we got to address. something is not right. would you consider a select committee, whatever you call it, on this issue in. i think congress should do its job. and we passed mental health legislation two years ago because of the underlying mental health problems that were behind these shootings. that legislation is now just taking place. that legislation is now being implemented. we, from earlier reportings,
guns as easily as they are able to do so today? that s a good question. i think there is. one of the big problems is when people look to the federal government, it s a bigger challenge. this is a government that s further removed from everybody else. i think there s a great deal of progress you can make state by state. legislatures and citizen governments are much closer to the peopling and those conversations are more substantive and tailered to the individual populations with different opinions about this than if they were in maine orrings you know, in indiana or differentprofiles, so that coul a solution where people look to their local governments to do a better job. is the adjudication standard, in other words, paul, the idea that someone has to be adjudicated mentally ill by a judge, that that is the only thing to go into the national check system. is that too high a standard? is there a sphere of individuals who don t merit that, but maybe at least there should be
information in the national check system so a gun store owner says, well, i don t know, look what this has here, fbi put in notes about social media postings, that makes me uneasy, or is constitutional question, he has the right to buy the gun. we don t want to limit first amendment rights, you want to post on social media, but this murderer was flagged for things he said. i, again, i think the go to the experts, the cops, mental health professionals, ask them, what do you need? just be discreet with them about this. we ve then seen anyone trusted by the folks who i say this, as i said, a gun owner, hunting, i take my kids hunting, i get it, i love it, i understand it. they re not going to listen to me. they will listen to donald trump, and he could do this. he could turn this around with simple nobody wants to ban
