Republican Thomas Malone, in an email read during Wednesday night s remote meeting, said, being on the Town Council has been one of the most rewarding experiences in my life. It has been my honor and privilege to serve with a group of people that have the highest level of honor, integrity, and moral character. The email didn t state a reason for why he was stepping down. He didn t return phone calls seeking comment. Malone has served a number of years on the council and, previously, on the Board of Education. He served on the council s Finance Committee, having just completed work on the 2021-22 budget plan up for a referendum next week. The Finance Committee chairman, Town Councilor William Saums, said Malone was especially helpful in dealing with budget items involving emergency service departments.

Published April 29. 2021 4:22PM | Updated April 29. 2021 9:08PM Kevin Gorden, Special to The Day Ledyard Ledyard taxpayers will go to the polls May 18 to decide the fate of a $60,295,817 budget for the 2021-22 fiscal year. The Town Council on Wednesday night unanimously approved sending the package to voters. Spending goes up by 0.27%, while the mill rate does down by 3.56%. However, town officials say most taxpayers will be paying more due to recent property revaluations. The school budget, at $33,671,969, is up by 1.45%. Councilor William Saums, who also chairs the town s Finance Committee, says efforts to reduce a $43,000 increase in capital improvements were abandoned after it was determined that cutting some expenditures in building and computer upgrades would cost more in the long run.

Councilor Michael Washington s comments during Wednesday night s council meeting came after fellow councilor and committee member Andra Ingalls responded to criticism of her idea that if the committee were to host cultural competency training, it also should present the counter perspective to social justice. Ingalls said she was directing her comments Wednesday to those who were seeking clarity on what she proposed, and not to those who have completely bypassed civil discourse and have jumped to the worst conclusions.  Her suggestion at last week s Community Relations Committee meeting prompted a protest outside Town Hall last Saturday, questioning whether her ideas

The Day - Ledyard budget hearing attracts little comment - News from southeastern Connecticut

Published April 27. 2021 9:27AM  Kevin Gorden, Special to The Day Ledyard − Only two people spoke during Monday night s public hearing on the proposed budget for 2021-2022. One speaker urged more spending by the town, the other told town officials to make more cuts. The $60,295,817 plan increases current spending by 0.27%, while it decreases the mill rate by 3.56%. However, Councilor William Saums, who chairs the finance committee, has said that recent property revaluations will mean tax hikes for most residents. Reduced costs for municipal employee health care accounts for a decrease on the town side of the budget. The education budget goes up by 1.45% to $33,671,969. Negotiated salary increases account for most of that increase. Some savings will be realized by five teacher retirements, while a special educator for kindergarten through grade 2, a preschool educator, and a math interventionist will be added. All are full-time positions.
