Ultimately he chose not to bring charges, but he also questioned the president s Mental Acuity and fitness in his report. He is expected to defend that today in his opening statement, saying, quote, my task was to determine whether the president retained or disclosed National Defense information willfully, meaning knowingly, and with the intent to do something the law forbids.
