Despite a rich history in which states and localities have taken responsibility for their own affairs, we are federalizing more andmore of the homeland security mission. Washington'sone-size-fits-all solutions rarely succeed. The country's homelandsecurity needs are too diverse, federal resources are physicallytoo far from any one location to secure rapid response, and federaldecision making is notoriously inept.
